In 2007, PEPFAR, through the United States Agency for International Development (USAID), created the Care that Counts initiative with support from the USAID Health Care Improvement Project (HCI) to support countries and implementing partners in improving the quality of programming for vulnerable children. The USAID Care that Counts e-Learning Course for Quality Improvement in Programs for Vulnerable Children compiles lessons learned from the project's activities.
