This case study assessed, analyzed, and reacted to the problem of ensuring adequate health care for the nearly 120,000 Sudanese refugees in the West Nile district of Uganda in 2003. The United Nations High Commission for Refugees, non-governmental organizations, and the Ugandan government differed on how best to care for these refugees and whether health system funds should be set aside for this demographic. This study sought feasible, cost-effective solutions to providing care for these refugees, and the report describes how the health system could meet their needs and those of the general population at the same time (2003, 24 pages).
