Monitoring and Evaluation Specialist, Ghana

Position Summary:

URC is currently soliciting applications for a Monitoring and Evaluation Specialist for the United States Agency for International Development’s (USAID) anticipated Resiliency in Northern Ghana (RING) Project. 

The RING Technical Assistance contractor will support local government and civil society to improve the livelihoods and nutritional status of vulnerable households in targeted communities of twelve Districts in the Northern Region of Ghana.  Social mobilization and behavior change communications will support a wide range of activities to promote better feeding and dietary practices, as well as supporting improved water and sanitation practices.  These activities will complement economic growth and agriculture support initiatives along with financial services to support income smoothing, risk management, and food security of vulnerable households.  Central to success will be technical, planning, and management capacity strengthening amongst existing local actors, with a central focus on District level government staff, and other local partners.

The Monitoring and Evaluation Specialist will be the principal technical advisor for monitoring and evaluation activities and ensure that all program components are results oriented.  She/he will also be responsible for knowledge management within the project.  She/he will make operational decisions and manage the various components of the program dealing with M&E, will oversee data collection efforts and ensure both the performance monitoring plan and results reporting meet the requirements of the Feed the Future initiatives.  Closely collaborating with all RING Contract partners, he/she will ensure that sub-contractors and sub-grantees are poised to deliver services on schedule and in line with anticipated results.  She/he will ensure that knowledge management needs are met, coordinating and key reports and project documentation.

Roles and Responsibilities:

  • Responsible for all monitoring and evaluation functions within the RING Contract, with particular attention to collaboration with RING partners and stakeholders.
  • Research, analyze, and synthesize information to make it understandable, accessible and useful to the donor, project partners, host-country collaborators, and project stakeholders.
  • Liaise with USAID M&E staff, Regional and District partners, host government counterparts, and other project stakeholders as required.
  • Lead data collection, cleaning and processing, prepare periodic survey reports as required by the project COP and USAID.
  • Support assessment activities in collaboration with technical staff and partners.
  • Provide oversight and support to partner monitoring systems, ensuring strong coordination with current program activities.
  • Develop strategic approaches to monitoring and ensure coordination in the implementation of program activities.
  • Ensure that all monitoring and evaluation activities conducted or supported by the Contract are technically sound and appropriate.
  • Lead the development and implementation of a comprehensive knowledge management system that enables the project’s M&E activities to create a dynamic dialogue between learning and implementation, resulting in activity refinement, and strong documentation.
  • Manage the design, development, collection and use of public relations materials, including notes from the field, photos and graphics.
  • Prepare specialized presentations of data, including graphs, field notes, photos, press releases and other information packages.

Required Qualifications:

  • A Master’s degree or equivalent in business administration or a related area of study, or equivalent work experience.  Specialized training in M&E is required. 
  • At least 7 years’ of progressively responsible work experience in managing the M&E needs of large, complex projects.  At least 5 years of monitoring and evaluation work at the supervisory level.
  • Demonstrated experience with research and data gathering and analysis tools.
  • Professional experience with development projects with significant components governance, food security, economic growth, and/or health preferred.
  • Demonstrated experience working in partnership with local level government staff as well as international and agencies, and in capacity building and transfer of skills.
  • Demonstrated good communication skills (spoken and written) in English, including strong leadership skills, ability to write effectively and present information in a variety of settings.
