Director of Business Development

Job Description: 

Reporting to the Sr. Vice President/Chief Innovation Officer, the Director of Business Development oversees a team that supports the company-wide BD strategy development as well as oversees the preparation of proposals for various government and non-government clients. The position requires substantial skills in business development, public health and social issues, management, mentoring, and supervision. The role will entail working in a fast-paced, deadline-driven environment, and in close collaboration with the SVP/CIO and other division heads.

URC’s Business Development (BD) team, in close collaboration with our technical units, is responsible for:

(1) Identifying, tracking and building capacity to plan for and successfully respond to competitive opportunities;

(2) Guiding and effectively participating in the development and production of high-quality winning proposals, and

(3) Developing, implementing and continuously improving capture and proposal best practices, systems and tools.

The BD team supports all aspects of BD strategy and pipeline development, capture planning, and proposal preparation. BD’s role in capture and BD strategy, includes collaborating closely with technical teams to build and manage a strong pipeline of opportunities, to identify and actively monitor specific opportunities and strategize key elements including teaming arrangements, staffing and technical approaches. BD serves as the subject matter experts in intelligence gathering and positioning strategies that strengthen URC’s stature, credibility and likelihood of winning new business. BD’s role in proposal development, led by the Sr. Vice President/Chief Innovation Officer, includes excellence in proposal writing; facilitating the development of compliant, well-written and compelling technical volumes and successful proposals in the public and private health sectors; ensuring integration with cost volumes; and the preparation of high-quality annexes, graphics and overall proposal presentation in line with corporate branding. BD plays a central role in managing, facilitating and overseeing teamwork necessary for development, harmonization, finalization and submission of all deliverables on assigned proposals, capability statements, letters and expressions of intent (LOIs and EOIs) and concept notes, ensuring they are programmatically sound, responsive to guidelines and requirements, and advance new business and program development priorities.

Job Responsibilities: 
  • Develop country/regional and technical subject related short and medium-term strategies
  • Develop accurate business opportunity pipeline review efforts and analyses of funding environments, trends, and potential new clients
  • Oversee the development of specific strategic capture efforts by actively participating in researching, tracking, and evaluating new business opportunities, analyzing competitive intelligence, and assessing URC’s competitive positioning within the marketplace; and developing and modeling high quality capture plans;
  • Develop strategies and implementation plans to approach funders for new business/program development in key program areas at country, regional and global levels effectively leveraging company assets, resources and past performance record
  • Lead BD team to gather, track, synthesize, and disseminate intelligence and other information regarding new business opportunities in the public and private sectors related to various relevant donors, foundations, corporations, and other bilateral and multi-lateral donors
  • Manage the entire proposal process including development, finalization, and submission—in coordination with staff and partner organizations, including leadership and management of cross-organizational teams and processes for the development and submission of complex, large-scale projects
  • Direct the post-proposal submission period, including coordination of responses to questions, best and final offers and facilitating post-submission debriefings. Coordinate and support the hand-off and transition of awarded projects to delivery team(s)
  • Manage environmental scans for program/new business development, field-based needs assessments, and strategy development and planning exercises. Identify needs, trends, challenges and innovative program/new business ideas in URC’s core and growth areas
  • Develop and cultivate external networks among donors, partners, potential partners, and competitors, to assist the gathering of information and identification of trends and resources
  • Develop and write other documents as needed for strategies, proposals, and marketing of URC’s programs to potential donors. Provide new business, programmatic and technical advice, input and support to develop and market proposals and strategies
  • Conduct research, organize workshops, and field visits in order to assist in strategic planning, and developing and writing proposals and other relevant materials
  • Oversee development of proposals, concept notes, EOIs and responses to RFIs
  • Support the cultivation and strengthening of institutional relationships with donors, partner organizations, and other business relationships
  • Seek out, synthesize, present and disseminate information relevant to new business/program development including information on new opportunities, emerging needs and trends, innovations, existing programs/projects, potential donors and partnerships, and new business strategies
  • Building URC’s strategy and approach to expanding and diversifying its base of clients beyond the traditional USG clients with which URC currently works, including new private sector clients, other USG and other Government and multi-lateral donors, foundations, etc.
  • Identify opportunities through market research, partnerships and networking, and develop a marketing approach tailored to meet URC mission and business needs
  • Continuously monitor quality of proposals and BD operations and strategies aimed at efficiency, thereby reducing operating costs and increase winning rates
  • Develop and track key BD metrics to improve overall returns on investment
  • Supervise several positions, including the BD Specialists and Associates

Job Requirements: 
  • Master’s and/or other advanced degrees in Public Health, Social Sciences, International Development, Business Management, or related discipline
  • Fluency in English with excellent oral and concise well-developed writing skills
  • Minimum 15 years of experience with BD in the field of international development having served specifically relevant functions to this position, including a demonstrated track-record of leading successful capture efforts in the field
  • Substantial business development and capture management experience for the federal government and/or international donors
  • Demonstrated knowledge of USAID RFP/RFAs, other federal government bidding processes, and/or international donor agencies
  • Successful track record of managing and mentoring staff
  • Detail oriented, ability to coordinate multiple projects simultaneously, work well under pressure and meet deadlines, and work effectively in a fast-paced team-based environment
  • Experience developing and implementing training (preferred)
  • Experience serving as an effective proposal writer and reviewer (preferred)
  • In-depth knowledge of editing and formatting documents, including professional level experience in Word, Excel, PowerPoint, and Adobe products
  • Strong hands-on proposal experience including managing, developing, writing, editing and finalizing large-scale, complex proposals for donors such as USAID and CDC, foundations, or the private sector with an emphasis on healthcare issues including HIVAIDS, TB, Malaria, EIDs, health systems strengthening, Nutrition, etc.
  • Proven success in management of the business development function including creation of multi-year strategic plans, health pipelines, revenue projections, and realization of projected revenue growth
  • Demonstrated success in securing funds from public sector donors
  • Proven ability to work in a dynamic, fast-paced, team-oriented environment including multi-tasking and flexibility in response to changing situations
  • Strong programmatic/technical knowledge of global public health issues and developing country needs, priorities, and trends
  • Willingness to travel extensively up to 30-40% of the time desired
  • Highly motivated self-starter who takes direction well, but also works independently
  • Consensus-builder among stakeholders and colleagues desired
  • Demonstrated ability to work effectively in an entrepreneurial, team-oriented environment preferred
  • High degree of motivation (self and others) and resourcefulness preferred
